This is a PURE TRANSFORM and needs no declaration and no grant: the bytes
are ones the caller already holds, and the host reads no path and opens no
store on its behalf. A document that cannot be converted rejects with a
documents-deniedProjectRpcError whose message names the closed reason
(unsupported, encrypted, too-large, limit, timeout,
unavailable) — a refusal is typed data, never a silent empty string.
